SLEEPY'S SANCTIONED NONFEASANCE
Lets play a game. I love games. Take a minute to look at this map and then decide which autos deserve to be ticketed.
I know, I know. You're thinking this is way too easy, right? Well listen, this IS a trick question so take some time and study it before you decide your answer because I know you'll be wrong.
(Can't have a sleepy update without a picture of sleepy.)

Got your answer? OK, read on and we'll get back to the game a little later.

Imagine yourself driving down Main St. USA and as your doing so you see a Dunkin Donuts rapidly approaching. You suddenly get an uncontrollable urge for a shot of caffeine and some delectable sweets and decide you need a well deserved snack break. You pull over to the side of the road and park along the curb. Sure, you know you're parked illegally, but you see people parked illegally all along the street too and you say to yourself, "I'll only be a minute." You step out of the car, briskly walk into DD and within minutes you're walking out with your heavenly treats in hand.

And then BAM, it hits you.

Your euphoria quickly dissipates because you look over to your car and standing there sliding a ticket under your windshield wiper is a local police officer. In an instant you suddenly realize your moment of weakness just cost you more than it was worth.

ARRGH!!!

Undeterred, you walk back to your car with treats in hand and valiantly try and convince the officer that your momentary lapse in judgment was due to a sudden and uncontrollable urge towards something he might be familiar with (All cops love coffee and donuts, right?) all in the hopes of him fully appreciating the hankering that caused you to park illegally and having him graciously take the ticket back while saying, "Been there, done that."

Well, that's not the case. He quickly points out the infraction, advises you of some generic information regarding the ticket -and how to pay it- and prepares to depart. Then you realize the cars parked down the street -the ones that are parked illegally just like yours- don't have tickets. You politely ask the officer if those cars are going to receive tickets too and he informs you, "My sergeant came out and evaluated the situation down there and determined those cars are not deemed to be detrimental to public safety, therefore I cannot issue summonses to them."

HUH?!?!

So there you sit, scratching your head holding your $42 cup of coffee and donut wondering why can you get a ticket, but not the other cars.

Keep wondering my friends, because you're about to enter the Twilight Zone. (Click it, it'll be worth it, I promise.)

So why do I bring up this imaginary scenario that can easily occur in Trenton NJ?

Well, it appears Capt. Paul "Sleepy" Messina is up to his tricks again and this time it has to do with making his own rules when it comes to enforcing the laws.

As you'll see in this below listed Trenton Police Memorandum that was anonymously supplied to captsleepy.com, Capt Sleepy has eliminated the ability of Trenton police officers to enforce select laws by deciding that certain people will be exempt from parking tickets while others will have no such luck. The reasons are baffling, but what's new there?

(I'm no English major, but golly gee Beave, this memo is atrocious.)
Now lets get back to the game, but with the sanctioned nonfeasance in place.

All five autos pictured on this map are parked illegally in a crosswalk. (NJ Motor Vehicle Code Title 39:4-138b Improper parking on a crosswalk)

As you can see there's enough room for pedestrians to get by and onto the street in a relatively safe manner, but nonetheless ALL five are parked illegally.

By order of Capt. Paul Messina, the only ticket that can be issued on this street is to the car parked by Dunkin Donuts to the person going in for a quick pick-me-up.

Did you get it right?

Some points to ponder…

At what point did Trenton Police Captain Paul D. Messina Sr. get the authority to take away the law enforcement powers of sworn police officers?

Is this an attempt by the politicized police department to gain support from the community groups and religious factions throughout Trenton?

At what point will someone from the outside (i.e., prosecutor's office, NJ Attorney General) come in and end the carnage amd madness of Joseph Santiago?

If Sleepy does this with one law and gets away with it, will he do it with other laws?

Now I realize that this topic might not seem like a serious issue to many, especially the intended benefactors of this sanctioned nonfeasance, but the real victims of this disparate treatment will be the uninformed mopes -you, me and any other unsuspecting motorist- who believes justice is blind and don't have the ability to cash in on the amateurish decisions made by the current leadership at TPD.
